Currency - Dinar (DZD)This is a 2000 dinars commemorative note issued on 02.11.2022, celebrating the 31st Ordinary Session of the Council of the Arab Nations. The meeting was held for two days from 1st to 2nd of November 2022 in the capital city of Algiers. This is the fourth time the city have held such meeting. The 31st Ordinary Session of the Council of the Arab Nations was originally scheduled to be held in 2020 but was postponed due to Covid-19. In all 21 nations from the Arab world attended this meeting, except for Syria. Syria was suspended from the Arab League in 2011, due to ongoing crises in the country.
The members participated in this meeting were:
Algeria (host), Bahrain, Comoros, Djibouti, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya, Morocco, Mauritania, Oman, Palestine, Qatar, Saudi Arabia, Somalia, Sudan, Tunisia, the United Arab Emirates and Yemen. Other guests invited to this meeting were the United Nations Secretary General Antonio Guterres, and the African Union Chairman Marky Sall.
The designs on this new commemorative note are completely new. The format on this note on the front is vertical, whilst on the back is horizontal. The note is predominately printed in bluish green colour, and as this is a hybrid note, it also has a see-through window in a shape of the host, Algeria.
As this is a Hybrid banknote, it is printed with two layers of paper materials with a special transparent polymer layer in between. This is the first time Algeria issued a Hybrid banknote.
I am not sure if this note is dated, as I am unable to locate any.

Front - On the front is the Martyr's Memorial, which was built to commemorate the Algerian War of Independence between 1954 and 1962. This monument is a concrete structure and was completed in 1982, on the anniversary of Algeria's independence. Above the monument is a see-through window in the shape of the map of Algeria. In between the see-through window and the top of the monument is printed with the shape of the Arab world stretching from Morocco to Saudi Arabia. To the left of the monument is a willowing flag of Algeria, and below the monument is the Seal of the Arab League. Apart from the Arabic language printed on the note, it is also printed with the name of the bank and value in English on both sides*. This is the first time that the English language is printed on an Algerian banknote.
The note is also printed with an optically variable image representing the map of Algeria in a golden vignette with shiny effect. A crescent and a star are also added to the design.

Back - The main design in the middle is the Djamaa-Al-Djazair, the Great Mosque of Algiers. Printed on the background is the Hoggar mountains. At the bottom left are the Roman ruins of Tipaza, a palm tree and the image of camel caravan.

* - From what I understand via my Internet search was that some French politicians were not too happy about this note as English text have been used instead of French. Many of the recently notes issued in Algeria are all printed with Arabic text only, and since Algeria is an independence sovereign nation, why are politicians from a foreign power expressed their disappointment when they are no longer their colonial master? The Bank of Algeria had ceased printing their banknotes with the French language since 1964. The fact is that these French politicians were not happy, as the bank decided to use English instead of the French language. Do you think these whingers would say the same if this commemorative note was printed with, say in Swahili, or Hindi, or even Japanese, apart from the Arabic?;
**- I have no confirmation to say that this is the right signature. According to a website, Governor Rosthom Fadli was appointed in September 2020, and was then replaced by the country President Abdelmadjid Tebboune on 24.05.2022. The current Bank Governor is Salah Eddine Taleb, who's signature appeared on this note as the Secretary-General of the Bank of Algeria Money and Credit Council. No reason was given as to why Rosthom Fadli was replaced after only barely 20 months on the job;
